If I find the true goal of the teacher arrangements with the school administration (which we also do anyway during the appraisal) and according to these agreed targets then the school administration decides whether the teacher is entitled to a bonus. Sounds good in theory so far. Practically, it looks in my opinion is different, because this system come from the front designed to injustice and works only with louder idealists. But in this world not only idealists, also easy to recognize the fact that communism has failed (in theory, a very cool concept).
